General Requirements

To be eligible for consideration for the Attorney Advisor (Contracts) position, you must:

  • Be a U.S. Citizen.

  • Note that this is an Excepted Service position, which means it is not part of the competitive service and follows an alternative hiring process.

Conditions of Employment

  1. Selective Service Registration: Males born after December 31, 1959, must be registered with the Selective Service System.
  2. Trial Period: This position may involve a two-year trial period. As an Excepted Service position, it is not part of the competitive service, and your tenure may be subject to review during this trial period.
  3. Ethics and Conflict of Interest: All employees must adhere to the Standards of Ethical Conduct for Employees of the Executive Branch, as outlined in Title 5 of the Code of Federal Regulations, section 2635. This includes restrictions on financial interests that could conflict with job duties. Certain roles, particularly those involved in contracting or regulating non-Federal entities, may be subject to additional Executive Branch Financial Disclosure requirements.
  4. PCS/Relocation/Recruitment Incentives: Permanent Change of Station (PCS), relocation, and recruitment incentives may vary depending on the position and selection. A service agreement may be required for these incentives.
  5. Position Sensitivity and Risk: Sensitivity and risk levels associated with the position will be determined based on the specific role.
  6. Remote Work: This position may offer remote work opportunities. If selected for a remote role, you will need to sign a remote work agreement that outlines agency remote work policies, working conditions, and expectations.

Qualifications

For Grade 12:

  • At least one year of experience equivalent to GS-11.
  • Experience must include working knowledge of Federal contracts, fiscal laws and regulations, the Competition in Contracting Act of 1984, the Contract Disputes Act of 1978, bid protests, and the Federal Acquisition Regulations. This experience should enable you to analyze factual and legal issues to determine the necessary facts and applicable legal references.

For Grade 13:

  • At least one year of experience equivalent to GS-12.
  • This experience must include at least one year of full-time legal practice post-graduation, specifically in Federal contracts and fiscal laws, with a focus on federal contract litigation. Knowledge should extend to bid protests, contract awards, and the Federal Acquisition Regulations, allowing you to identify and address potential conflicts or issues.

For Grade 14:

  • At least two years of experience equivalent to GS-13.
  • You must have two years of full-time legal experience post-graduation, including expertise in Federal contracts and fiscal laws, the Competition in Contracting Act of 1984, the Contract Disputes Act of 1978, federal or admiralty contract litigation, and related laws. This experience should enable you to discern conflicts or difficulties between various areas of law as applied to actual cases.

Knowledge, Skills, and Abilities (KSAs)

Your qualifications will be assessed based on:

  • Written Communication: Ability to write clearly, concisely, and persuasively for various audiences.
  • Interpersonal Skills: Treating others with respect and sensitivity, and appropriately addressing different needs and feelings.
  • Problem Solving: Identifying problems, evaluating information, and making sound recommendations.
  • Technical Competence: Utilizing formal training or extensive experience to perform job duties and advise others on technical matters.
  • Influencing/Negotiating: Persuading others, negotiating agreements, and working towards mutually acceptable solutions.

Education

Candidates must have:

  • A professional law degree from an ABA-accredited law school.
  • Membership in good standing with the bar of a U.S. State, Territory, or the District of Columbia.
