Conditions of Employment

  1. Suitability Determination: Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
  2. Certification Requirements:
    • Foundational/Professional Contracting Certification: Must be obtained within 36 months if not already held.
    • Contracting Officer’s Warrant: Must be obtained within 12 months if not already held.
  3. Financial Disclosure: To avoid real or apparent conflicts of interest, the selectee will be required to submit recurring Confidential Financial Disclosure Reports (OGE-450).
  4. Pre-Employment Certification: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  5. Proof of Citizenship: Proof of U.S. citizenship is required.
  6. Probationary Period: A one-year probationary period may be required.
  7. Direct Deposit: Direct deposit of pay is mandatory.
  8. Confidential Financial Disclosure Report: Submission of the OGE-450 report upon entry and annually thereafter is required.
  9. Selection Restrictions: Selection may be subject to restrictions from the Department of Defense referral system for displaced employees.
  10. Reemployed Annuitants: Retired federal employees interested in reemployment should refer to the Reemployed Annuitant information sheet.
  11. Permanent Change of Station (PCS): PCS allowances are not authorized.
  12. Supervisory Probationary Period: If not already completed, a one-year supervisory probationary period may be required to assess supervisory skills and performance.
  13. Salary: Salary will be determined based on the duty location after selection. The salary listed reflects the 2024 General Schedule Base scale (without locality) and will be adjusted to meet the locality pay of the duty location upon selection. Qualifications

  1. Application Process: Applications will be reviewed periodically throughout the open period. Final disposition will occur once all positions are filled or the announcement period ends. Applications expire 90 days after submission; reapplying is required to remain eligible.
  2. Eligibility Categories: Only applicants who meet one of the employment authority categories below are eligible to apply. Applicants must provide documentation proving eligibility. Categories include:

  3. Basic Requirements:
    • Degree: A bachelor’s degree from an accredited institution authorized to grant baccalaureate degrees.
    • Exemption: Current DoD employees or military members who served in relevant positions before September 30, 2000, may be exempt from the education requirement.
  4. Specialized Experience: One year of specialized experience which includes:
    • Contract solicitation
    • Proposal evaluation
    • Contract negotiation
    • Contract award
    • Contract administration
    • Supervising or leading employees in pre-award and post-award contracting functions
    This experience is typically gained at the GS-12 level in federal service.
  5. Substitution of Education: For this position, experience alone is required to meet qualification requirements; no substitution of education for experience is permitted.
  6. Evaluation Criteria: Applicants will be evaluated based on competencies in the following areas:
    • Ability to lead or supervise
    • Acquisition Strategy
    • Communications
    • Contracting/Procurement
  7. Time in Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
  8. Foreign Education: If using education completed outside the U.S. to meet qualifications, provide evidence that the education has been evaluated by a recognized organization and deemed equivalent to a U.S. accredited program.
